In 1960, the Board of Christian Education was reorganized. The Division of Field Program Counseling was created during this reorganization and was placed under the newly expanded General Division of Field Services. The Rev. W.H. Vernon Smith, who had been secretary of the old Division of Field Services, became the first secretary of Field Program Counseling. Field Program Counseling was created to consult with and counsel judicatory educational staffs and committees on the design and implementation of educational strategy.

In recognition of the need to keep before the Church the highest standards of insight into education, and to maintain an awareness of the relationship between education and mission, the Board was reorganized again in 1970. Field staff were now attached to synods and presbyteries as "Christian Education consultants," with supervision of work entrusted to the judicatories.

Ghost Ranch was a national adult study center owned and operated by the Board and used for conferences, institutes and family programs. The General Division of Field Services developed and maintained the ranch and its programs as an educational service to the Church.
