The Office of Administration was created in 1965 with responsibility for a broad range of administrative and management services. The Office sought "to establish and maintain sound policies and procedures for all areas of the Council's work and solid fiscal and managerial accountability to its constituency." The work of the Office was organized under six departments: Business Services, Financial Development, Financial Management, Personnel, Organization and Management, and Publication Services. Legal services and an audit program were also administered through the Associate General Secretary for Administration. The Office was abolished in 1974.
The position of associate general secretary for administration was established in 1965 with the creation of the Office of Administration. Prior to this there had been an assistant general secretary for administration under direction of the general secretary. The associate general secretary for administration had the following responsibilities:
- Provide assistance and counsel to the general secretary and the other associate general secretaries in matters of administrative management and financial support.
- Direct and administer the Office of Administration and its program, support, and service functions.
- Relate the work of the Office of Administration to the General Administration and Finance and General Personnel Committees and provide staff services to those committees.
- Arrange for authorized external legal and audit service and provide necessary internal legal and audit services.
Johnston E. Luton was assistant general secretary for administration from 1955 to 1958. H. Leroy Brininger was associate secretary for administration from 1953 to 1957. From 1957 to 1964 he was assistant general secretary for administration, and then from 1965 to 1974 he was associate general secretary for administration.
The Financial Development Department, created in 1965, was "responsible for giving leadership and coordination to, and participating directly in, the financing of the Council and its program." The Department had specific responsibilities to:
- Work with central agencies of member communions to arrange for financing of the Council and its programs from plenary sources and, when authorized, from local churches.
- Develop and conduct a program of financial support for the Council and its programs from individuals, corporations, foundations, and other organizations.
- Coordinate, counsel, and where appropriate, participate in financial development efforts of Council units and staff.
- Provide, or coordinate arrangements for, coding, recording, and acknowledging contributed income.
Richard B. Smith was executive director of finance from 1951 to 1957. In 1957 Donald F. Landwer became general director of finance. In 1965 he became executive director of the Financial Development Department. From 1968 to 1970 he was associate general secretary for denominational support, as well as director of the Department. In 1974 the Department was abolished.
The Legal Department had as its objectives "to keep informed on legislative and other legal matters relating to the Council's work" and "to provide expert legal services on all Council matters including joint concerns of member communions." From 1954 to 1968 Ferdinand H. Pease served as legal counsel to the NCC on a part-time, voluntary basis. In 1969 the in-house legal services of the NCC were expanded to a full-time position with Percy St. Clair Miller as house counsel. Miller remained until 1970 when the position was terminated.
The papers of the Office of Administration, 1938-1973, detail the structure and activities of the Office. The papers, dating primarily from 1950 to 1973, are organized in three series. Materials within the series are arranged alphabetically by subject category. Items within files are arranged chronologically by year, month, and day. Partially dated items are placed at the end of the month or year; undated documents are placed after all dated material. Enclosures are placed after their letter of transmittal. Newspaper clippings, unless enclosed with correspondence, are placed at the end of subject files.

- Series III: Legal Department, 1938-1971
The Associate General Secretary for Administration, 1950-1973, files date primarily from the 1960s. The files are chiefly those of H. Leroy Brininger. There are also files of Johnston E. Luton. The files are arranged alphabetically by subject, name of individual, and name of organization. Items within the files are arranged chronologically by year, month, and day; undated documents are placed after all dated material.
The files consist of incoming and outgoing correspondence, memoranda, minutes, agenda, reports, budgets, financial statements, press releases, dockets, bills, invoices, newsletters, surveys, résumés, calendars, lists of addresses, government documents, legal documents, blueprints, pamphlets, leaflets, and newspaper clippings.
The files of this series detail the day-to-day business activities of the NCC. The files concern the various divisions, departments, and commissions of the NCC, as well as various committees such as the Accounting and Auditing Committee, Business and Finance Committee, Investment Committee, Personnel Committee, Publication Services Committee, and the Structure and Function Committee.
There are numerous files concerning the departments of the Office of Administration including the Business Services Office, Financial Development Department, Financial Management Department, the Organization and Management Department, the Personnel Office, Publication and Distribution Office, and the Treasury and Accounting Office. There are also extensive files concerning the Interchurch Center and the NCC's relationship to it. In addition there are files detailing the budget and financing of the NCC.
The Financial Development Department, 1951-1972, series II files date primarily from the 1960s. The files are chiefly those of Donald F. Landwer with a small amount of material belonging to Richard B. Smith. The files are arranged alphabetically by subject, name of individual, and name of organization. Items within the files are arranged chronologically by year, month, and day; undated documents are placed after all dated material.
The files consist of incoming and outgoing correspondence, memoranda, reports, financial statements, lists of donors, receipts, pamphlets, and newspaper clippings. The majority of the files concern the various denominational contributions to the NCC.
The Legal Department, 1938-1971, files date primarily from the 1960s. The papers are principally those of Ferdinand H. Pease with additional material of Percy Miller. The files are arranged alphabetically by subject, name of individual, name of organization, and case. Items within the files are arranged chronologically by year, month, and day; undated documents are placed after all dated material.
The archives of the National Council of the Churches of Christ in the United States of America were processed in 1980-1984 through two grants awarded to the Presbyterian Historical Society by the National Endowment for the Humanities. Work under the first grant was performed by Dr. Alan Thomson and under the second grant by Donald L. Haggerty.
The archives of the National Council of the Churches of Christ in the United States of America have been dated from 1950 to 1972; however, there is material dating from before and after this time period. Documents from the predecessor organizations date from as early as 1839. There is also a small amount of material found in the files from as late as 1975. The year 1972 was selected as a cutoff date for the archives because of the major reorganization which the NCC underwent at this time. The archives are arranged in the following record groups:
