The United States population increased in record numbers between 1940 and 1950. The corresponding boom in residential construction increased the demand for survey guidance in determining the size of constituency for which denominations needed to plan. Although field survey work had been going on under various departments of the Board for some years, by 1953 this work had escalated to such an extent that it required its own office. Thus the Board of National Missions of the Presbyterian Church USA created the Office of Field Survey in 1953.
Field survey staff responsibilities were to travel across the country studying various cities, towns and communities to determine their congregational needs. Field survey personnel conducted interviews of local Presbyterians and pastors, studied local demographics and on a return to headquarters wrote reports based on their findings. Staff also studied the developments of cities and towns over time, keeping track of the changing needs of the population and the changing trends in domestic life. During its first year, Field survey handled 52 separate projects, many in the field of city and industrial work.
Everett Perry headed the Office for Field Survey. He reported to the Administrative Secretary of the Board, and was one of several secretaries of departments under the Division of Missionary Operation.
In 1959 Field Survey was placed under the new General Department of Program and General Services. In 1962, as part of a general reorganization of the Board, it became the Institute of Strategic Studies and began to function as such in 1963. For the most part, Field Survey staff continued with their work; projects they had begun under Field Survey they concluded under Strategic Studies.
Strategic Studies was intended to be "a central, coordinated program to analyze the objectives and services of the Board in relation to the changes in contemporary culture." It was to provide technical guidance and service to other, more mission-oriented units of the Board. Broadly, Strategic Studies was responsible for mission planning, scholarly review and interpretation of materials, general research, field survey, action research or experimental projects, continuing education.
By 1965, Strategic Studies had become the major focal point for mission planning within the BNM. This central position ensured Strategic Studies a key role in relationships between the BNM and the synods and in the 1971-73 general restructure of the BNM. Strategic Studies was responsible for gathering information and producing reports to be studied, discussed and acted upon by members on the Board's administrative staff.
Beginning in 1971, the BNM underwent months of self-examination and study. By 1973 it was fully reorganized and renamed the Program Agency.
Record Group 301.2 includes the records of the Office of Field Survey and the Institute/Department of Strategic Studies. They break down into two large series, with slight overlap between them (see the Processing Information note in the Administrative Information section of this guide for elaboration).
Series I: Office of Field Survey Records, 1945-1964
These files contain correspondence, notes, working papers, interview transcripts, draft reports, and final reports. The series is divided into two subseries: 1) Studies--Geographical, 1945-1962 and 2) Studies--Topical, 1950-1964.
Series II: Institute/Department Of Strategic Studies Records, 1962-1973
These records include cabinet minutes, reports, notes, working papers and correspondence. Subseries 1, Cabinet Minutes, 1963-1971, is arranged chronologically. Subseries 2, Staff Files, 1963-1973 is arranged alphabetically. Subseries 3, Project Files, 1962-1971, is as follows:
Area Evaluating Cabinets, 1963-1968
These were set up and coordinated by Frederick Maier, director of Strategic Studies. The country was divided into seven regions lettered A-G. Strategic Studies Staff were responsible for distilling the results of the cabinet process into policy development for the total national missions enterprise, and to provide feedback to the judicatories and operating units on the Board.
Interview Project for the Review and Evaluation Cabinet, 1971
This project was undertaken in 1971 at the request of the Review and Evaluating Cabinet. It asked Strategic Studies to gather as much information as possible on exactly what and how much the BNM was doing. This was largely done through interviews. This material consists of transcripts of those interviews and some background material detailing the project. The information gathered in this project was used in determining the restructure of the Board.
State of the Mission Reports, 1965-1970
These reports were sent in to Strategic Studies by synods and presbyteries. The synods and presbyteries were divided by region to correspond to the Area Evaluating Cabinets. The files include these reports (sometimes extensive supporting documents as well) and the summary reports written by Strategic Studies.
Study Projects, 1962-1971
The Church and the Aging was a 1966-67 study on ministry to the aging. The General Council commissioned Strategic Studies to do the study, under an advisory committee from Health, Education and Welfare.
Local Church Mission Study was a summer 1970 project completed by two students under the auspices and supervision of Strategic Studies. They concentrated on the Philadelphia Area.
Southwest Interparish Ministry (Chicago, IL) Report was written by Lloyd Rediger of the Wisconsin Council of Churches in 1970. Strategic Studies and other BNM offices served in and advisory and editorial capacity.
Spanish-American Research Project was undertaken 1967-68 by a special committee from Spanish Department and Strategic Studies, chaired by Everett Perry.
Task Force on Contemporary Understanding of Mission and Evangelism, 1969-1971
This task force was created in 1969. Ganse Little was hired by the BNM specifically to chair this task force; his position was administratively within Strategic Studies. The task force was made up of about 70 members, half clergy and half lay. Its purpose was to examine the current position of the church in society and try to see how it could deal more effectively with the great changes which had come about during the 1960s. Vietnam, race relations, technology and such issues were discussed.

Occasionally a project begun under Field Survey was concluded under Strategic Studies; if 90% of the work was done under Field Survey it was concluded that the records relating to the project be kept together rather than separated. By the same token, if most of the work was done under Strategic Studies, it is filed in those records, and the starting date will be earlier than 1963.
There were many materials in the records of the Office of Field Survey which predate its inception in 1953. This is because field survey work had been going on for years, but only in 1953 was a special office created for it. Previously, these types of projects had been done by staff members or consultants working with other BNM departments. Everett Perry and Charles Thorns undertook much of this work before 1953; when they moved to the new Office for Field Survey, they took their files with them. When Field Survey staff drew up a list of its study projects in 1961 (see Box 1 Folder 2), they included many of these pre-1953 studies. These materials have been left in this collection because the Field Survey staff clearly considered them part of the official records. The researcher should note, however, that it will be essential to check Record Group 301.7 (United Presbyterian Church in the U.S.A. Board of National Missions Department of Mission Development Records) for further studies and reports. Much of the field survey work prior to 1953 was done under the aegis of Town and Country Church and Indian Work (RG 301.7, Series I) or under City, Immigrant and Industrial Work (RG 301.7, Series II). Records may appear in either collection or in both.
