The Commission on Capital Needs was established by authorization of the General Assembly and was to have 100 members representing all of the Synods and regions of the Church, with a smaller Executive Committee not to exceed twenty members. The staff was administratively related to the General Council. Ruling Elder John Park Lee was Executive Secretary of the Commission. The survey and preliminary activities of the Commission were supported by advances from the General Assembly Boards.
The Capital Needs Campaign Committee was directly related to the General Assembly, whereas the Commission on Capital Needs had been administratively related to the General Council.
The Treasurer of the Fifty Million Fund was Roger Johnson. Contributions were cleared through the Central Receiving Agency of the General Council. The accounting for expenditures as well as receipts and distribution were in a separate set of books in the Department of Budget and Finance of the General Council.
The United Presbyterian Foundation, upon instruction of General Assembly, handled the sale of certain securities that were contributed to the Fifty Million Fund. These were only unusual transactions where the certificates or similar gifts required special handling and the use of resolutions adopted by the Fund and the General Assembly.
The Director of Information for Public Relations was Dr. Paul Bliss. The three peak points for publicity opportunities were the launching of the judicatory campaign, major gift plans and results, and congregational campaigns.
The Campaign was conducted by areas and not simultaneously across the country. Pledges were made during 1965 through 1967. The fund raising phase of the effort virtually completed in 1968, the Committee was discharged by the General Assembly in that year. The follow-up phase was conducted by the Director, who was administratively related to the Office of the General Assembly, with three Continuation Counselors in the field.
Boards and Agencies which participated in the Fifty Million Fund were the Board of National Missions, the Commission on Ecumenical Mission and Relations, the Board of Christian Education, the Board of Pensions, the Council on Theological Education, the National Presbyterian Center, and the Presbyterian Historical Society.
