The Broadcasting and Film Commission (BFC) was formed in December 1950 by a merger of the Protestant Radio Commission and the Protestant Film Commission. The BFC had "responsibility and authority to prepare, produce or arrange for the production of and promote radio and television programs, motion pictures, filmstrips, recordings and other program materials for general dissemination, on behalf of the churches and the Council."
The activities of the Commission included:
- Program production and syndication.
- Program information coordination.
- Program publicity and study.
- Research on program impact and programs needed.
- Training for churches in public media techniques.
- Counsel on job placement for church broadcasters.
- Association and consultation with government, industry, and other agencies working in mass media.
- Stimulation of public responsibility for improved mass media efforts in local communities.
The BFC began as a central department of the NCC. In 1965 it became a department under the Office of Communication. In 1971 the Office of Communication became the Central Division of Communication with the BFC as a department. In 1975 the BFC became the Communication Commission.
The General Administration of the BFC was "responsible for the over-all operation... and the development and maintenance of a cooperative strategy in broadcasting and film." The executive director's specific duties included establishing policy for the BFC, administration of staff and activities, serving as a liaison between church and industry, developing long range planning, and personal and foundation fund solicitation.
Ronald Bridges was executive director of the BFC from 1951 to 1954. S. Franklin Mack was executive director from 1954 to December 1963. William F. Fore became executive director in 1964. He remained as the executive director of the BFC's successor, the Communication Commission. Broadcast Operations was "responsible for the production and coordination of broadcasting for the Council, its units and its constituent communions. This includes producing radio and television programs on behalf of the Council and, upon request, for member communions and other appropriate groups."
Broadcast Operations was also "responsible for providing maximum utilization of the products of the BFC and its member communions, and of appropriate commercially produced products, and for maintaining training programs in the evaluation and utilization of the media."
Five major productions of Broadcast Operations were:
- The Art of Living. The program was first broadcast on July 6, 1935 as a summer series on the NBC radio network, but in June 1950 it became a year round series. The show had a sermon format with the preacher through much of its history being Norman Vincent Peale.
- Directions. This program was first broadcast on November 13, 1960 over the ABC television network. Through a magazine format the program’s purpose was to “present Protestant, Catholic, and Jewish perspectives to the various religious and social problems of American Society…”
- Frontiers of Faith. This program was first broadcast over the NBC television network in 1951. Its format included dramatic, documentary, and discussion programs.
- Look Up and Live. The program first aired over the CBS television network in 1954. It originally was “an attempt to interpret the experience of youth in the light of the Christian gospel.” After 1957 the impetus of the show shifted to present new forms of the Church’s ministry in the world.
- Pilgrimage. Beginning in 1934 as the National Vespers, in 1955 the name and format were changed. Broadcast over the ABC radio network the program consisted of interviews and discussions. The program ceased in December 1967.
D. Williams McClurken served as associate executive director of the BFC and as director of Broadcast Operations beginning in 1967 and remained as associate executive director of the BFC's successor, the Communication Commission.
The National Radio Pulpit was first broadcast on May 6, 1923 over radio station, WEAF (now WNBC). The principal speaker on the National Radio Pulpit from November 1936 to March 1962 was Ralph W. Sockman. Sockman was minister of New York's Madison Avenue Methodist Episcopal Church (later called Christ Church) from 1917 to 1961.
The National Radio Pulpit began as a production of the Department of National Religious Radio of the Federal Council of Churches. From December 1949 to May 1951 the program remained as part of Federal Council operations but was produced by the Protestant Radio Commission. In October 1951 the program became part of the BFC's activities.
After Ralph Sockman's retirement, a number of individuals spoke on the National Radio Pulpit. Two frequent speakers were David H.C. Read and Robert J. McCracken.
Film Operations was "responsible for producing films, filmstrips and other audio-visual materials on behalf of units of the Council, and upon request, for member communions and other appropriate groups." Its duties included the following:
- To provide the Protestant Church with adequate audiovisual material in support of the total program of their churches.
- To help units of the Council and member communions to define their film and other audiovisual needs and to meet these needs.
- To administer the film and other audiovisual productions of the Council and those requested by member communions and others.
- To develop leadership and competence in the field of in-church films and audiovisuals.
- To explore the possibilities of cooperation with Roman Catholic cognate audiovisual operations, and those of other faiths.
- To explore new media.
- To develop coordination of media in support of program.
- To cooperate with broadcast operations when joint projects are contemplated.
Film Distribution was "responsible for film and filmstrip distribution of BFC-produced audio-visuals and others which are distributed through BFC, and for promotion of these materials." Sales were promoted through "libraries—denominational, commercial specializing in religious material, and public—educational institutions, social welfare agencies, the chaplains of the United States Armed Services, and sometimes to television stations."
S. Franklin Mack was director of films from 1951 to 1954. Alexander B. Ferguson held the post from 1954 to 1964. John J. Clayton was director of films from 1966 to 1967. Herbert F. Lowe was director of Film Operations from 1967 to 1975. Jane Margaret Carter was director of Film Distribution from 1956 to 1970.
The papers of the Broadcasting and Film Commission, 1923-1974, detail the history, organization, and activities of the Commission and its various departments. The papers date primarily from the period 1950 to 1974.
The papers are arranged in four series based on the organizational structure and activities of the BFC. In each series the papers are arranged by subject category. Material within the subject files is arranged chronologically by year, month, and day. Partially dated items are placed at the end of the month or year; undated documents are placed after all dated material. Enclosures are placed after their letter of transmittal. Newspaper clippings, unless enclosed with correspondence, are placed at the end of subject files.
The papers of the Broadcasting and Film Commission, 1923-1974, are organized in the following series:

- Series IV: Film Operations and Distribution, 1947-1974
The General Administration, 1947-1974, Series I files are the combined papers of S. Franklin Mack and William F. Fore. There is also a small amount of material of Arthur C. Austin, director of Special Events (later called Special Projects) from 1952 to 1967.
The files are arranged alphabetically by name of individual, name of organization, or subject. Items within the files are arranged chronologically by year, month, and day; undated items are placed after all dated material.
The files consist of incoming and outgoing correspondence, memoranda, minutes, agenda, reports, financial statements, bylaws, press releases, scripts, newsletters, membership lists, surveys, reprints, government documents, pamphlets, leaflets, and newspaper clippings.
The files contain materials from the various committees and departments of the BFC including the Board of Managers, the Executive Committee, the Broadcast Training Department, Program Operations Committee, and the Research Committee. The files also include documents from the BFC predecessor organizations—the Protestant Radio Commission and the Protestant Film Commission.
The files contain various newsletters published by the BFC such as BFC News, Cable Information, Film Information, and Résumé. The files of the Special Events Department contain correspondence, memoranda, scripts, newsletters, pamphlets, and newspaper clippings.
The Broadcast Operations, 1944-1974, Series II files date primarily from 1951 to 1970. The files are principally those of D. Williams McClurken. There is additional material of John M. Gunn, director of Television Productions from 1952 to 1954; of Ben E. Wilbur, director of radio from 1953 to 1958; and of Dorothy Kahl, BFC program producer.
The files are arranged alphabetically by subject, name of individual, name of organization, or title of program or series. Items within the files are arranged chronologically by year, month, and day; undated items are placed after all dated material. Whenever possible scripts have been dated as to when the program aired on radio or television.
The files consist primarily of scripts. In addition there is incoming and outgoing correspondence, memoranda, minutes, agenda, reports, budgets, financial statements, press releases, rehearsal schedules, cast lists, pamphlets, leaflets, and newspaper clippings.
The majority of the files consist of scripts for the radio and television series—The Art of Living, Directions, Frontiers of Faith, Look Up and Live, and Pilgrimage. There are also scripts for such programs as Thy Kingdom Come (produced by the Presbyterian Church, USA) and the Radio Edition of the Bible. There are also scripts for special network programs such as Easter or Christmas broadcasts. The files also contain materials of the BFC Radio and Television Committees.
The National Radio Pulpit, 1923-1973, files date primarily from 1933 to 1973. The material is principally the personal papers of Ralph W. Sockman. In addition there is material from the files of John Groller and Dorothy Kahl, BFC producers. Although the National Radio Pulpit was an activity of the BFC's Broadcast Operations Department, it has been treated as a separate series because of the material's provenance and the large amount of non-BFC material contained within the files.
The files are arranged alphabetically by subject, name of individual, or name of organization. Items within the files are arranged chronologically by year, month, and day; undated materials are placed after all dated material.
The files consist chiefly of manuscript, typescript, mimeographed, and printed copies of the radio addresses of the National Radio Pulpit, dating from 1933 to 1973. In addition the files include incoming and outgoing correspondence, financial records, articles, press releases, prayers, miscellaneous sermons, pamphlets, leaflets, and newspaper clippings.
The files include a small number of radio scripts for the programs, "National Vespers" and "The Sunday Forum," as well as the television program, "Man to Man." There are copies of Sockman's sermons delivered at Christ Church and his baccalaureate addresses at New York University, as well as funeral services, prayers, and articles prepared by Sockman. There are also copies of sermons by Harry Emerson Fosdick and Peter Marshall.
The Film Operations and Distribution, 1947-1974, files date primarily from 1952 to 1974. The files are principally those of Herbert F. Lowe. There is additional material of Alexander B. Ferguson, John J. Clayton, J. Margaret Carter, and Bruce E. Harding, who was associate director of film from 1967 to 1969.
The files are arranged alphabetically by subject, name of individual, name of organization, or title of production. Items within the files are arranged chronologically by year, month, and day; undated items are placed after all dated material.
The files consist of incoming and outgoing correspondence, memoranda, reports, minutes, agenda, scripts, press releases, budgets, financial statements, invoices, bills, proposals, newsletters, promotional literature, programs, pamphlets, leaflets, broadsides, and newspaper clippings.
The majority of the files concern films, filmstrips, and phonograph records produced and distributed by the BFC. The files are arranged by title under the heading of "Productions." The files contain correspondence, scripts, budgets, financial statements, and printed matter. A few of the files also concern productions of the Protestant Film Commission.
The files also concern the relations of Film Operations and Film Distribution with various organizations such as the Association for Educational Communications and Technology, the Council on International Nontheatrical Events (CINE), the Australian Religious Film Society, the National Film Board of Canada, the International Tape Association, Inc., and the World Association for Christian Communication.
The archives of the National Council of the Churches of Christ in the United States of America were processed in 1980-1984 through two grants awarded to the Presbyterian Historical Society by the National Endowment for the Humanities. Work under the first grant was performed by Dr. Alan Thomson and under the second grant by Donald L. Haggerty.
The archives of the National Council of the Churches of Christ in the United States of America have been dated from 1950 to 1972; however, there is material dating from before and after this time period. Documents from the predecessor organizations date from as early as 1839. There is also a small amount of material found in the files from as late as 1975. The year 1972 was selected as a cutoff date for the archives because of the major reorganization which the NCC underwent at this time. The archives are arranged in the following record groups:
