Board of Pensions launches resources and support for Post-Retirement Medical Plan transition
Engagement opportunities are being offered over the next few weeks
PHILADELPHIA — In July, the Board of Pensions announced it would transition its Post-Retirement Medical Plan to new carriers next year. Effective Jan. 1, 2027, the agency will provide coverage through the UnitedHealthcare Group Medicare Advantage (PPO) plan (a passive PPO plan), with Part D prescription drug coverage through Express Scripts Medicare (PDP). With Medicare Open Enrollment ahead (Oct. 15-Dec. 7, 2026), the agency is equipping retired members and their families with the information, tools, and support they need to make 2027 coverage decisions with confidence.
The transition to UnitedHealthcare and Express Scripts replaces the agency's current Post-Retirement Medical Plan through Humana. Those planning to retire in 2026 can still enroll in Humana and will remain enrolled through Dec. 31, 2026.
To support the transition, the Board of Pensions has partnered with Benistar Admin Services, an industry leader in group retiree health benefits administration and member support. Benistar representatives are equipped to answer questions about the UnitedHealthcare and Express Scripts plans and provide guidance about plan details. If the Post-Retirement Medical Plan is not the right fit, retired members can opt out and obtain other coverage on their own during Medicare Open Enrollment.
For retired members who are considering opting out, Benistar can connect them with expert advisers who can provide guidance — at no cost to the member — on other Medicare Advantage plans or a supplemental (Medigap) plan. This transition from the Humana plans is a special opportunity for retired members to transition to a Medigap plan without medical underwriting. Retired members enrolled in Humana through the Post-Retirement Medical Plan are encouraged to contact Benistar, Monday through Friday, 8:30 a.m.-8 p.m. Eastern Time at 800-236-4782. Benistar can answer questions about the new coverage offered through UnitedHealthcare and Express Scripts.
The Board of Pensions is also hosting engagement opportunities throughout the transition, providing dedicated spaces for members to learn more about the Post-Retirement Medical Plan. Retiree luncheons began in July and will continue through November. Hosted by agency Church Consultants, these gatherings provide an opportunity to learn about the transition.
An informational webinar, Understanding Your Post-Retirement Medical Benefits for 2027, will be offered. Attendees will hear from Board of Pensions staff and representatives from the new carriers about the coverage through UnitedHealthcare and Express Scripts. This webinar will be hosted on three different dates: Sept. 24, Sept. 29, and Oct. 1, with a recording available afterward to accommodate those unable to attend a session. Registration is now open.
